Changes to Licensing Procedures

From the end of March 2009, a new licence application form will be used. In the new form, we (the ecologists) will no longer need to consult with the Local Planning Authority prior to submission of an EPS licence application. This is particularly welcome, as we have faced serious delays caused by some LPAs taking ages to return the document.
A further change is that after this date it will be possible 'in exceptional circumstances' to apply for a licence before all planning issues are resolved. We also welcome this change, as when we were applying for a licence at Catterick Garrison, the major development faced many planning conditions and reserved matters at the time the licence was required.
